Russian traders, tourists, and shoppers are a constant presence, which means locals are more accustomed to non-Han faces than almost anywhere else in the province. The Russian-facing economy has built up hotels, Russian-language signage, and a commercial culture that is more internationally porous than typical tier-3 Chinese cities. For a foreign man, the cross-cultural environment here is actually workable.
