Qinhuangdao is where Beijing's middle class and Party officials summer at Beidaihe — it's been a retreat since the Qing dynasty and is still where senior leadership goes every August — and that consistent tourism money has created better hospitality infrastructure than anything else in Hebei. The coastal strip through Beidaihe and Nandaihe has beach bars, seafood restaurants, and a more relaxed summer social scene, with well-off, more worldly visitors from Beijing flooding in from June through August. Shanhaiguan at the eastern end of the Great Wall draws history tourists year-round. As a Hebei base, this is your best option — more openness, real coastal atmosphere, and social contexts where a foreigner isn't immediately out of place.

Qinhuangdao has a legitimate coastal tourism economy built around Beidaihe's status as a Beijing summer destination, which gives it better infrastructure and a more relaxed social culture than inland Hebei cities. Summer months are genuinely animated, winter is dead. The city has some English signage and hospitality workers who've dealt with enough domestic tourists to be less fazed by outsiders. It's the most approachable city in the province but still operates on a domestic Chinese tourism logic, not an international one.
