Shantou was one of China's original four Special Economic Zones from 1980, and while it never developed as dramatically as Shenzhen, it retained an outward commercial orientation — the city has produced a wildly disproportionate share of China's billionaires from private business, particularly in trade and finance. Shantou University, funded entirely by Li Ka-shing, brings in students from across China and has an unusually internationalized campus environment for a city this size.
