If you're a serious surfer, Pichilemu is one of South America's best left-hand point breaks and that alone gives you an instant in with the local surf community — a scene that's small, welcoming to capable riders, and runs on a shared language that transcends the usual outsider friction. The province is extremely rural otherwise, but the surf scene around Punta de Lobos draws Chilean women who are generally more outdoors-oriented and open than in interior towns. Cost of living is extremely low even by Chilean standards. Niche play — but if surfing is your identity, this province actually rewards it.

Cardenal Caro's main draw is Pichilemu, a surf town built around Punta de Lobos — one of Chile's premier left-hand breaks — which brings a seasonal crowd of Chilean surfers and a small international contingent. Outside that scene, the province is fishing villages and farmland with essentially no infrastructure for outsiders. Social culture is local and traditional; the dating pool is tiny and concentrated in Pichilemu itself. Worth a stop for surfers passing through, not a serious base for anything else.

Outside of Pichilemu's handful of hostels and surf shops, the province has almost zero amenities for outsiders, and the cold Pacific water (Humboldt Current keeps it around 14°C year-round) strips the beach-town fantasy fast. These are tight-knit agricultural and fishing communities where strangers are immediately conspicuous. Unless you're a committed surfer, there's no practical reason to base yourself here.
