Banja Luka is your best venue — it's the administrative and social center with the youngest, most active population — while eastern RS towns are much more traditional and insular. The Serb Orthodox culture here creates slightly different dynamics than the Muslim-majority Federation, with less conservative family pressure but strong local loyalty networks that still make outsiders slow to trust. Going in with Banja Luka as your base and treating other RS towns as day trips is the right call.
