Luanda is the full-on Angolan experience — oil money, a genuinely upscale nightlife scene in districts like Talatona and Ilha, and a population of women who dress seriously and take social life seriously. The Ilha de Luanda strip has beach bars and clubs that run until 4am on weekends and draw a well-heeled crowd. Foreign men with obvious professional presence and clean presentation move well here — the oil and diplomat economy means international men are associated with status. Expensive, but the social return is there.

Luanda's reputation as brutally expensive has softened somewhat since the oil boom peak but it's still not cheap. The social scene is real and the city is genuinely fun if you're plugged in — Ilha, Miramar, Talatona all have legitimate nightlife. But access is the issue: without connections to the right circles you spend a lot on Ubers and restaurant bills without much to show for it. Portuguese fluency or a local contact changes the equation significantly.
